David is an empathetic and perceptive leader with over 20 years of experience in the transportation industry at both local and federal levels. He excels at building rapport and quickly earning the trust of others. David has exceptional client relations skills, a clear and approachable communication style, and a proven ability to connect with and interact effectively with people.

 

As an indigenous individual with strong ties to the White Earth Indian Reservation, David brings a rich cultural perspective and a deep understanding of navigating personality dynamics. His indigenous heritage informs his commitment to creating an inclusive and collaborative environment, where he involves all stakeholders and promotes collaborative decision-making.

 

David utilizes the Technology of Participation (ToP®) framework to enhance engagement, foster effective communication, increase participation, and build consensus within groups or teams.   • Comprehensive Community Engagement and Strategic Plan – Conducted 52 focus groups across five counties, administered an electronic survey, and facilitated a five-week comprehensive strategic planning process to develop a unified strategic plan for the Big Sandy region of Kentucky.

  • Statewide Opioid Strategic Plan – Facilitated a strategic planning initiative engaging approximately 100 stakeholders to unify and establish sustainable collaborative partnerships across local, state, and federal agencies. This effort leveraged resources and data to enhance equitable access to prevention, treatment, and recovery support services statewide, aiming to collectively save lives across Missouri

  • Project Team Retreat - Facilitated a project planning team retreat bringing together researchers, elders, and indigenous experts from across Canada for the Respectful Terminology Platform Project.
